On July 30, the State Council Information Office held a series of press conferences on “Promoting High-quality Development”. At the meeting, Lv Daliang, spokesman of the General Administration of Customs and director of the Statistics and Analysis Department, introduced that according to customs statistics, China’s cross-border e-commerce imports and exports in 2023 increased by 1.2 times compared with 2018; preliminary estimates show that imports and exports in the first half of this year were 1.22 trillion yuan, a year-on-year increase of 10.5%.

Lv Daliang said that the vigorous development of cross-border e-commerce has brought new challenges to customs supervision services. Now the customs supervises more than 7 billion cross-border e-commerce and cross-border mail and express parcels each year, with an average of about 20 million per day. In response to this, the customs has also continuously innovated its supervision methods, developed and applied cross-border e-commerce customs clearance service systems, and focused on improving the efficiency of cross-border e-commerce customs clearance.

Lv Daliang said that China Customs’ supervision practices on cross-border e-commerce have also created experience for global customs. In 2018, China Customs and the World Customs Organization jointly held the first World Customs Cross-border E-commerce Conference and took the lead in formulating the “World Customs Organization Cross-border E-commerce Standard Framework”. China Customs’ statistical methods and practice cases for cross-border e-commerce have been continuously included in the Digital Trade Measurement Manual compiled by the World Trade Organization, the International Monetary Fund, the United Nations Conference on Trade and Development, etc. China Customs’ Practices in Cross-border E-commerce Product Quality and Safety Control has been included in the World Customs Organization’s cross-border e-commerce good practice cases.
