Heihe explores new mechanism for mine ecological restoration

The abandoned brick factory was converted into a new energy project, which is a typical case of ecological restoration in Longzhen, Wudalianchi City. “We used this abandoned brick factory to build a photovoltaic array with an area of ​​29.83 hectares and an annual benefit of 10 million yuan, which not only enabled the company to achieve economic benefits, but also contributed to the local ecological restoration.” Wen Jianqiang, project manager of Wudalianchi Lingyun Energy Co., Ltd., told reporters a few days ago.

Heihe City is located in the key mineralization belt of Greater and Lesser Khingan Mountains, and a total of 95 types of minerals have been discovered in the city. In the long-term development of mineral resources, 313 historical mines have been formed, covering an area of ​​8,340.87 hectares, including 7,742.21 hectares of over-mining areas of placer gold. After long-term mining, there are many types of historical mines, great difficulty in ecological restoration and governance, and large areas of historical mines. Heihe City insists on two-way efforts in protection and restoration, explores diversified financing channels for mine ecological restoration, and continuously promotes the ecological restoration and transformation of historical mines. The Heihe Municipal Natural Resources Bureau has continued to deepen its capacity and work style construction, and has adopted a variety of methods such as “natural restoration, market-oriented ecological restoration and governance reuse, ecological restoration + industrial projects”, and has achieved remarkable results in the ecological restoration of historical mines.

Heilongjiang Duobaoshan Copper Co., Ltd., located in Duobaoshan Town, Nenjiang City, has always been committed to the construction of green mines and has been included in the national green mine list. Since 2016, it has invested more than 50 million yuan in ecological greening construction in the mining area. As of August this year, the total greening area has reached more than 2.295 million square meters, and a total of more than 556,000 flowers and trees have been planted, with a total soil covering area of ​​more than 900,000 square meters.

The Heihe Municipal Natural Resources Bureau sent staff to counties (cities) and districts to strengthen guidance, conduct a survey on the current status of the over-mining areas of placer gold in Aihui District and Nenjiang City, and complete the natural restoration of 2,356.31 hectares of ecological restoration. Actively plan the introduction of industrial projects, carry out photovoltaic projects for the transformation and utilization of four mines, namely Hongqiang Brick Factory in Zhaoguang Town, Bei’an City, Longzhen Farm Brick Factory in Wudalianchi City, Longzhen Brick Factory in Wudalianchi City, and Sihe Village Brick Factory in Xinglong Town, Wudalianchi City, and complete the construction and access to the power grid. The annual power generation is about 27.6 million kWh, which can reduce carbon emissions by about 2.75 tons, and achieve the transformation and utilization of the mine restoration area of ​​35.9 hectares. Actively promote market-oriented mine restoration and complete the restoration of 4.74 hectares of mine projects.

Since the launch in 2023, the total area of ​​historical mine restoration and management that has passed the verification and acceptance in Heihe City is 2,459.70 hectares. At present, the ecological restoration assessment, identification and acceptance of about 800 hectares are being carried out, which is expected to be completed by the end of September, and a total of about 3,200 hectares will be completed. By then, Heihe City will have completed the ecological restoration and management goals of historical mines ahead of schedule and exceeded the target by 2025.
