Ningxia is stepping up efforts to promote large-scale equipment renewal and consumer goods trade-in

On August 21, the Development and Reform Commission and the Finance Department of the Autonomous Region jointly issued the “Implementation Plan of the Ningxia Hui Autonomous Region on Implementing Several Measures to Support Large-Scale Equipment Renewal and Consumer Goods Trade-in”.

According to the implementation plan, by the end of 2024, the region will drive the scrapping and renewal of more than 7,700 vehicles, the replacement and renewal of more than 15,000 passenger cars for individual consumers, the trade-in of more than 123,000 home appliances, and the sales of home decoration, kitchen and bathroom, and home-adapted renovation will reach more than 1.7 billion yuan, continuously promoting the improvement of consumption capacity; scrapping and renewal of old operating trucks and old agricultural machinery will reach more than 1,240 and 800 units (sets) respectively, promote the renewal of more than 90 new energy buses, replace more than 380 old new energy city bus power batteries, actively strive for ultra-long-term special treasury bonds to support project construction, and continuously release investment and consumption potential.

Equipment renewal has huge market potential. On the basis of supporting equipment renewal and recycling in the fields of industry, environmental infrastructure, transportation, logistics, education, culture and tourism, and medical care, this time, it has been expanded to equipment renewal in the fields of energy and electricity, old elevators, and energy conservation, carbon reduction, and safety transformation in key industries.

Support the scrapping and renewal of old operating ships and trucks. Support the scrapping and renewal of old ships over 10 years old for inland passenger ships and over 15 years old for cargo ships. Support the scrapping of diesel trucks operating at emission standards of National III and below, and accelerate the renewal to low-emission trucks. Support the renewal of new energy buses and power batteries. Among them, the renewal of new energy buses and power batteries with a vehicle age of 8 years or more will receive an average subsidy of 60,000 yuan per vehicle.

In order to activate the consumption engine, the implementation plan will expand the scope of support for the replacement of old consumer goods. Include the replacement and renewal of individual consumer passenger cars, the replacement of old electric bicycles, the purchase of items and materials used for the renovation of old houses, partial renovation of kitchens and bathrooms, and home adaptation for the elderly, and smart home consumption in the scope of subsidy support. Among them, the subsidy standard for scrapping and renewal of automobiles will be increased. Based on the “Implementation Rules for Automobile Trade-in Subsidy in Ningxia Hui Autonomous Region”, individual consumers who scrap fuel passenger cars with emission standards of National III or below or new energy passenger cars registered before April 30, 2018 (inclusive) and purchase new energy passenger cars included in the “Catalogue of New Energy Vehicle Models for Vehicle Purchase Tax Reduction and Exemption” or fuel passenger cars with a displacement of 2.0 liters or less will receive a subsidy of 20,000 yuan for new energy passenger cars and 15,000 yuan for fuel passenger cars with a displacement of 2.0 liters or less. Support the trade-in of household appliances. Subsidies will be given to individual consumers who purchase mobile phones and refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household stoves, range hoods, dishwashers, printers, air purifiers, rice cookers, microwave ovens, water purifiers, floor scrubbers, electric fans, induction cookers, etc. with energy efficiency or water efficiency standards of Level 2 or above.
